South Piedmont Recognizes New, Departing Members of its Board of Trustees

South Piedmont Community College is recognizing the new, reappointed, and departing members of its Board of Trustees.

“We thank the outgoing Trustees for their dedicated service, and we eagerly welcome the new and reappointed Trustees. Together, we will do great things for both the College and our community,” said President Dr. Stacy Waters-Bailey. 

The changes within the Board of Trustees include:  

  • Michael Freeman, who was appointed by the Anson County Board of Education, has concluded his term (2022-2025). 
  • Caroline Hightower, who was appointed by the governor and served as vice chair, has concluded two terms (2019-2025). Both Freeman and Hightower were celebrated for their service during the Aug. 12 Board of Trustees meeting. 
  • Ashley Carter has been reappointed by the Anson County Board of Commissioners for a second term (2025-2029). Carter previously served a one-year term (2024-2025), replacing Kenneth Horne Jr., whose term expired in 2024. Carter is chief operating officer of Loba-Wakol, North America. He also serves on the South Piedmont Foundation Board of Directors. 
  • Chris Duggan has been reappointed by the Union County Board of Commissioners for a third term (2025-2029). He has served on the Board of Trustees since 2017 and is owner/president of The Duggan Law Firm, PC, an environmental and civil litigation firm in Monroe. 
  • W. Clifton Martin, III has been appointed to his first term (2025-2029) by the North Carolina House of Representatives. He also serves on the Polkton Town Council and is president of the West Anson Property Management Group. His grandfather, W. Clifton Martin, was a charter member of the Board of Trustees and served for 33 years. Two buildings on the L.L. Polk campus are named for the elder Martin – the Martin Technology Complex and Martin Student Center –  and he was a long-time mayor of Polkton. 
  • Jeff Nahrgang has been appointed to his first term (2025-2029) by the North Carolina Senate. He is the vice president of operations for Charlotte Pipe & Foundry Company. 

Carter, Duggan, and Martin took their oaths of office at the Aug. 12 meeting. Nahrgang will be sworn in at a later date. 

Also at the Aug. 12 meeting, the Board conducted officer elections. Officers include: 

  • Pat Kahle, Chair
  • Blake Hildreth, Vice Chair
  • Ron Brown, Secretary
  • Jarvis Woodburn, Immediate Past Chair 

“The Board of Trustees looks forward to continuing the work of advancing student success and serving Anson and Union Counties,” Kahle said.

South Piedmont’s Board of Trustees includes 13 members who represent Anson and Union counties and are appointed or elected as required by law. The president of the Student Government Association serves as an ex officio, non-voting member.
